HUMAN RESOURCE AND INSTITUTIONAL CAPACITY BUILDING ACTIVITIES
OVER THE LAST TWO YEARS (2004-5)
As to the implementation capacity of the organization in general, PCAE has reliably built its capacity in designing and implementing as well as managing sub-grants for need-based programs responding to the felt needs of pastoralists. Moreover, it has established smooth relations with communities, government and partners, and obtained strong supports and encouragements from all partners including both national and regional governments enabling the organization to respond timely and appropriately to the needs of the community.
In terms of human resource, PCAE has been working with a total of 78 (57 permanent and 21 contractual) staffs working at head office ( Addis Ababa ) and different project offices (based at Filtu, Cherati and Dollo). The major portion of PCAE staffs is based at Filtu Project (40%), and the remaining is based at different offices such as Cherati Project (27%), Addis Ababa (23%) and Dollo Office (10%).
Out of the total staff, about 60% are technical staffs who directly working on program implementation areas while the remaining 40% is working on various areas of program supports such as managerial, financial and administrative positions. In terms of the employment status, about 73% of PCAE staffs are permanent employees while the remaining 27% have been employed on contractual basis.

In gender wise, out of the total staff of PCAE about 22% are female. The ratio of female staffs is significantly high among program support positions (accounts nearly 80% of the staffs in finance and admin areas) while the portion of female staffs in program positions covers about 20%. The staffs are fairly distributed on the activity areas of the organization according to the human resource requirements of the program. For instance, more than 77% of human power of the organization is allocated to the Impact Areas where an integrated pastoral development programs is undergoing; where as most of Emergency Response Activities were performed by contractual employment to avoid occupation of technical staffs (development program workers) by dealing with emergency issues, which makes them inefficient.
Similarly, very few technical staffs are put at the Head Office level just for facilitation and coordination purposes and the majority allocated to Field Offices. And accordingly, 40% of PCAE staff is working in Filtu Impact Area, 27% in Afdher Project, 23% in Addis Ababa , 10% in Dollo Project.

In education back ground, out of the total staffs more than 16% are diploma, first degree and above holders which shows that the implementation and management capacity of the organization is enough for small organization like PCAE. The staffs who are under the 12 th grade are guards, drivers, extension agents and community workers. As young and growing organization PCAE is very concerned about its human resource capacity at the time of hiring during the work. All PCAE staffs are in their positions by qualification and profession.
