Introduction
Implementing development activities in remote pastoralist area
is one of the three main activities of PCAE. Before deciding
to initiate activities in pastoralist areas, PCAE requires the
following program principles, strategies and indicators for
program succeses.

After reviewing these principles, strategies and indicators, PCAE
in collaboration with pastoral community and government departments
commenced project implementation in 1998 at Filtu
Human Health Care Promotion
PCAE is engaged in supporting the provision of regular mothers
and children vaccination, outreach antenatal care, basic TBAs
trainings and refresher trainings, supply of safe delivery kits
(SDK), formation and training of health committees, supplementary
food distribution for
- 2 yrs Children, formation and training for anti AIDS clubs,
community mobilization and awareness creation activities on different
issues particularly HIV/AIDS/STD prevention and control measures,
development of FGM abolition law, Growth monitoring and Promotion
- Nutrition, mortality and morbidity surveillance, and other
activities were conducted in the fiscal year.
- 38 TBAs were trained while 25 previously trained TBAs were
given refresher course and supplied with 800 Safe Delivery Kits
(SDK),
- Training of trainers (TOT) on Home Based Life Saving skills
(HBLSS) for 2 PCAE and 2 MOH staffs given for 15 days,
- Immunization campaigns at 13 outreach sites and 3 static
posts, and 7290 doses different antigen and 1394 doses of TT were
given for children and women respectively,
- Different supports such as vehicle, stationery materials, kerosene
for refrigerator and fuel were provided throughout the year for
ministry of health, to supplement the integrated MCH activities
in Filtu district,
- Growth monitoring and promotion (GMP) service was conducted
in five pilot sites on monthly basis
, - Antenatal care service was provided in all outreach sites
and a total of 244 pregnant mothers was benefited from the service,
- FGM abolition law was developed and approved by the community
in Filtu district,
- 39 Bridge to health teams and 27 Health action committees
were organized
, - Four Anti AIDS clubs were established and training was
given for the members
- 124 Mt of wheat, 324Mt of CSB and 130Mt of oil were distributed
in three rounds for 8640 target beneficiaries (under 2 children,
pregnant and lactating mothers),
- Early warning data were collected on monthly and quarterly
basis through clinics, mortality and morbidity reports and nutrition
surveillance in pilot sites respectively and it was communicated
to the concerned partners,
- Ethno-veterinary herbal study was conducted in Filtu.
The purpose of this study is to identify the major herbal medicines
that have been used by pastoralists for treating different human
and livestock diseases, and facilitate further researches on the
effectiveness as well as potential opportunities and threats in
the practices.
Water Scheme Development
PCAE is involved in rehabilitation of ponds, construction of "birkas";
construction of bore hole, geological survey and water management
committee formation and training.
- Two birkas with a reservoir capacity of 400m3 each were constructed
- Two ponds were rehabilitated (the capacity of these ponds
increased by double after the rehabilitation work and currently
they have reservoir capacity of 18,000m3 and 16,000m3)
- One pond (earth-dam) was constructed
- One borehole was constructed at Bananki-Gidir in Goro-baqaqsa
district (Afdher zone)
br> - Geological survey was conducted in three districts
- 26 individua1s (11 females and 15 males) were trained on
water point management
- One PCAE and one government staffs were trained on water
supply development for three months in Arba-minch water technology
institute
- Two water management committees were established in Dollo
and five days training was offered,
- Mass mobilization and hygienic campaign on water sanitation
and water borne diseases conducted in two PAs of Dollo district
. Emergency Relief Operation
PCAE has also responded to the emergency situation happened during
the year in the eastern part of the country.
- 81MT of CSB, 24.3MT of oil & 16.2mt of high-energy biscuit
was distributed in two phases at four highly affected sites
in Shinile Zone (Dinley, Fadato, Dembel, Guh1burged & Derayga
woredas).
- Water rationing was conducted in Shinile for two months,
and in Qebribayan & Hartisheikh for one month by using four
tankering trucks.
- Need assessment was carried out for rehabilitation of the
existing water points in collaboration with regional water bureau
to identify water scheme that requires maintenance
- Pipeline installation from bore holes to the reservoir in
Shinile town.
- Hand pump replacement and cattle trough maintenance has completed
at Dinleg & Jedane
- Rehabilitation of pipeline stands and 50m3 reservoir in Biki.>

Gender Capacity Building Project
PCAE is committed to bring about sustainable improvement in the
living standards of women in terms of economy, education, health
and other social affairs since its establishment. Therefore, it
has involved in providing trainings on micro-finance management
and cooperatives, literacy education, provision of revolving fund,
traditional birth attendant training and awareness creation on harmful
traditional practices. - Micro-finance management and
cooperative awareness, training were offered for 235 Group Guaranteed
Revolving Fund (GGRF) beneficiaries,
- 11 weeks in-service trainings on micro-finance management
and cooperatives were organized for one PCAE and two government
office staffs at Yirgalem Furra Development Institute
- 437 women and other voluntary women and girls who missed
the opportunity to join formal education, were enrolled in literacy
education programme
- Basic TBA training was given for 11 trainees
- Experience sharing tour on saving and credit cooperatives
was organized for 24 women beneficiaries
- Three rooms of school-shades were constructed in Filtu
- School management committee was identified and training
will be arranged soon
- Different types of office furniture's were purchased and
distributed for cooperative offices
VI. Education Programmes
Like the previous years, in 2003 PCAE was involved in developing
schooling system that is appropriate to the mobile nature of the
pastoralist community. As a result three schooling systems (permanent,
satellite & mobile) has been employed to address basic non-formal
education needs of pastoralists.
The enrollment of female (girls) to any type of school (except Qur'an)
has used to be an improbable issue in the area due to cultural and
religious influences. Girls are just left at home to take care of
household duties. PCAE has been striving to break that tradition
focusing on pastoral areas where the problem is highly magnified
by creating especial opportunity for girls. The enrolment of girls
to the Girls' Group Education Programme is significantly higher
as compared to other types of schools since the teachers are totally
female and the parents prefer to send girls to this school.
? 643 students (129 F and 514 M) were enrolled in 9 functional schools
in the year.
? The enrolment of female was encouraging in relation to the previous
academic year; similarly only 18 students dropped out in the year.
? Three days training was given on school management for 28 school
management committee (SMC) members of Filtu district,
? Repetitive community mobilizations were conducted to improve enrolment
of students, reduce dropout rates, increase enrolment of female
students and create sense of ownership and better sustainability
of activities
? Four PCAE and six ministry of education staffs were given training
on pastoralist education system and its management,
? 780 different books were distributed during the year,
? 77 adults and 74 girls were registered and attended classes during
the calendar year
? After discussion made with Liben zone Education Department, three
PCAE facilitators got the opportunity to join Jijiga Teachers Training
Institute,
? 15 days in-service training was given for facilitators,
? School management committees were trained on school management
concepts for 8 days at Dollo district,
? A document was prepared on basic implementation strategies and
processes of girls group and adult village school project Back
